edevbie1Delta State Government has finally keyed into the financial structure of the Treasury Single Account (TSA) and commenced the implementation with effect from Monday, June 20, 2016.

This disclosure was made by the Delta state Commissioner for Finance, Mr. David Edevbie, who affirmed that the state government, in line with the commencement, has appointed a Central Bank of Nigeria (CBN) licenced payment solutions provider, Xpress Payment Solution (XpressPay), for the implementation and management of the account, as well as other related services in the state.

Edevbie, in a statement reported by the state newspaper, the Pointer Newspaper, called on all stakeholders in the state to cooperate with the state government and its appointed agent in ensuring the successful implementation of the TSA scheme.

The Delta Finance Commissioner said that further announcement concerning the implementation of the scheme will be communicated to all stakeholders in due course, adding that the state government has also appointed Zenith Bank to host the TSA.

According to the statement, all collections of the Internally Generated Revenue ( IGR ) items due to the state Ministries, Departments and Agencies (MDAs) will be processed using the XpressPay platform and lodged into the state government designed accounts in various banks

“Electronic sweeping of all IGR of the state government into the designated TSA, payment of civil servants’ salaries and wages, pensions, as well as disbursement of associated statutory deductions, including bulk payments for the state government to third parties when required, would henceforth be processed using the XpressPay platform”, the statement further clarified.

Finance watchers in Delta State would recall that the state Governor, Senator Ifeanyi Okowa, had earlier noted that, though the TSA structure had been initiated by the immediate past PDP administration of President Goodluck Jonathan, the Delta state government was still understudying the structure and its implementations modalities to ascertain how best it would be employed to the greater benefit of Deltans.
